The decision, finalized during a high-level meeting in New Delhi, paves the way for the 62-year-old leader to be sworn in as the next Chief Minister of Manipur.

The transition marks the conclusion of nearly a year of President’s Rule, which was imposed on February 13, 2025, following the resignation of former CM N. Biren Singh.

  • Restoration of Government: The current term of President’s Rule is set to expire on February 13, 2026. The formation of a new government avoids the need for a constitutional amendment to extend central rule further.
  • Broad Consensus: Singh, a former Speaker and Cabinet Minister, is widely viewed as a “bridge-builder.” He notably became the first Meitei leader to visit Kuki-Zo relief camps in December 2025, a gesture that significantly boosted his standing as a leader capable of cross-community dialogue.
  • Strategic Cabinet Structure: To ensure inclusive representation, the new administration is expected to feature two Deputy Chief Ministers:
  • Nemcha Kipgen (BJP): Poised to become the first woman Kuki-Zo Deputy CM.

The Path Ahead: Challenges and Skepticism

While the BJP’s central leadership, including Home Minister Amit Shah and observer Tarun Chugh, has expressed confidence in Singh, the road to stability remains steep. The ethnic violence that erupted in May 2023 has resulted in over 260 deaths and the displacement of more than 60,000 people.

“The collective wisdom is to join the government and then explore a political solution,” stated a senior BJP leader. However, some Kuki-Zo groups, such as the ITLF, remain cautious, emphasizing that a change in leadership must be accompanied by a concrete political settlement for the hill districts.

Next Steps

Mr. Singh is scheduled to meet Governor Ajay Kumar Bhalla today, Wednesday, February 4, to formally stake his claim to form the government. The swearing-in ceremony is expected to take place shortly thereafter, ahead of the February 13 deadline.
