The Delhi government is considering a gradual elimination of autorickshaws powered by CNG, with plans to halt new registrations starting August 15, 2025, and to refuse renewal of current permits. Autorickshaws running on CNG that are over 10 years old will need to be replaced or retrofitted to operate on battery power during the policy’s implementation period.
Additionally, the draft policy strongly recommends that two-wheelers powered by petrol, diesel, or CNG will be prohibited from August 15, 2026. It further suggests that from the same date, no registrations for diesel, petrol, or CNG-powered three-wheelers will be permitted for goods transport.
The headline for today is the unveiling of the draft Delhi EV Policy 2.0. Before reacting hastily, it’s important to understand the implications of this policy. As indicated by the government’s website, Delhi has experienced a consistent increase in electric vehicle (EV) adoption. Since August 2020, the city has recorded 26,787 two-wheelers, 31,506 three-wheelers, 5,266 four-wheelers, and 323 buses. The original goal was to convert 25 percent of all vehicles to EVs by 2024; however, current data shows only a 13 to 14 percent achievement. The new draft policy aims for 95 percent EV integration by 2027, marking the beginning of this ambitious transition.
Electric transition for garbage collection vehicles
The draft EV Policy 2.0 also stipulates that all garbage collection vehicles operated by the Municipal Corporation of Delhi, New Delhi Municipal Council, and Delhi Jal Board must be converted to electric vehicles in phases, with a target of achieving a fully electric fleet by December 31, 2027.
Furthermore, it recommends that public transport buses managed by the DRC and DIMTS be transitioned to electric models. Moving forward, DTC and DIMTS will exclusively procure electric buses for intra-city operations while utilizing BS VI compliant vehicles for inter-state services under the new policy.
Additionally, private car owners will be required to purchase electric vehicles only if they already own two cars. This recommendation will take effect following the official notification of the EV Policy 2.0.
